Federal law grants authorities for Foreign Military Sales (FMS) and International Cooperative Programs (ICPs). From these laws, the Department of War develops national-level strategies & policies in conjunction with the Department of State, to establish an international Security Cooperation (SC) framework that achieves strategic national goals.
